Insert Picture

In 2003, you used to be able to insert a picture and using the toolbar,
change a background colour on the picture to transparent with the transparent
"pen". Does 2007 have tthis feature, I can't seem to find it? Any
suggestions to do this within the program other than using another pic
program?
 
Select the picture. On the Picture Tools Format tab, look on the left for
Recolor Picture. The transparency wand is hiding at the bottom of Recolor
Picture.
 
I knew it had to be hiding somewhere, it's too useful a tool. Much appreciated
