Insert Picture dialog box in detailed view

Is there any way to get the insert picture dialog box to always show the
folders and files in detailed view?

Do you mean you want it to default to that view? That's a Windows folder
option, not an Outlook option. Use Windows Explorer to browse to the folder
where your pictures are located and change the folder view to "Details".
Windows should remember the setting. It does for me.
