when i insert a file it drops into the body of my email message, use to it
would drop under the subject and not in the body of the email, how do i get
outlook to add the files back above my message?

Where the file appears is of no consequence and depends entirely on your
version and message format, neither of which you mentioned.

Change your message format to either HTML or Plain Text. RTF messages always display the attachment in the body of the email.

After furious head scratching, jmo asked:

No such thing. You'll need to answer my question. It sounds like you are
using RTF as your format. That's not "basic" format.
