Insert file causes pagination issues

I have many separate documents that I am trying to "Insert...File" into one
master (not the Master document feature). The files each have a table in the
header which has a Page X of X field. Sometimes I can insert all the files
with no problems, but other times the file will appear as if it's inserting
itself into the header and a "paginating" message will appear and persist
until I close the document. It's as if it begins the "Curly Shuffle."

I can't explain this one to my client. I read something from a Google
search that mentioned not to have tables in headers?

Does anyone have any experience with this problem?

What is the exact error message?
