Insert file below subject line instead of body of e-mail

Is there an option in Outlook to make it so when you insert a file to an
e-mail it attaches below the subject line instead of in the body of the
e-mail? I've got a user who just upgraded to Outlook 2003 and his last
version of Outlook inserted the file below the subject line, but his
new version attaches it to the body of the e-mail.

If you aren't using HTML messaging (like, Plain Text), the attachments
should send to the bottom...
