insert file attachment into a window instead of within text

when i attach a file it sits where the cursor is flashing...i used to insert
them into a window at the bottom of the screen...how do i get back to this
setting?
 
Where the attachment sits is determined by the format of the mail message,
Rich Text sticks it in the Body Text - change to Plain or HTML to have the
attachment in its own field
