Insert cells - Shift celld down

i would like to use the toolbar icon to insert cells,
however the default for this is shift cells right and i
want to shift cells down, If i go to insert cells then i
can do this because it offers you a window to 'shift
celld down" is there any way to change the default so
that the toolbar icon will shift cells down????

The button's behaviour changes, depending on the shape of the selected
range. If the range is square (3 columns x 3 rows), or wide (3 columns x
1 row), the insert will shift down.

If the range is tall (1 column x 3 rows), the insert will shift right.

AFAIK, you can't change this default.
