Insert a Command button and wizard not running...

....but the wizard icon is depressed in Form.
What can I do? I read all comments, but don't seem to find an answer.

Buttons don't do anything on reports thus no wizard. Nothing on a report can be
"clicked on". It is just a picture on the screen.
