Inline comments in Outlook 2007?

I want to turn on inline comments in Outlook 2007. Help says go to Tools
Menu then to Options submenu, on preferences tab click email options...

I can't even find the Tools menu in 2007. There is an Options menu that
doesn't have anything like a preferences tab.

The help entry clearly says it applies to Outlook 2007.

What am I overlooking?

In which window are you clicking Tools? It must be from the main Outlook
window.
