initial delay in network activation

I have two XP Pro systems networked through a Netgear WR614. The setup can
operate OK but one of the two computers fails to become live on the network
at initial startup time. Sometimes it comes good on its own if I wait long
enough; more often it comes good after I repeatedly force the network adapter
to renew its IP address (by selecting "repair" on context menu). In the past,
the computer has connected reliably at startup time (ie prior to various
upgrades and rebuilds).

I have the XP firewall disabled on the troublesome computer. This problem is
a real nuisance; how can I diagnose and fix this delay please?
 
has anyone else had similar experience? What could cause delays in this
computer being assigned an IP address when the second computer on the network
does not experience delays?
 
Thanks Phil for the suggestion. I disabled WebClient (and set startup mode to
manual to ensure it didn't restart on next boot) but unfortunately it did not
avoid the problem. I still need to invoke the "Repair" option three times,
the first two times I get a message to the effect that reset of the IP
address failed; the third time the routine refreshes and clears a number of
additional things before resetting the IP address and then it works.
