INF file txtsetup.sif is corrupt or missing, status 21. Error

Hi,

I have been trying to deploy Windows 2003 EE 64-bit RIS image on a target
machine. It works fine with the default ristndrd.sif file, but after I made
some customizations to the ristndrd.sif file, it gives me the following error:

INF file txtsetup.sif is corrupt or missing, status 21. Setup cannot
continue. Press any key to exit.

It successfully goes through all the CIW screens. I am unable to get any
information regarding this error. Attached is my customized sif file. Could
anyone pls help.
