inetinfo.exe running (although IIS is not)

I have the following services setup:

World Wide Publishing (IIS web server) = Manual
FTP Publishing = Manual
Telnet = Disabled
Simple Mail Transfer Protocol (SMTP) = Disabled

I set them to Manual startup so I can still use the IIS Admin MMC
(%SystemRoot%\System32\inetsrv\iis.msc) to start and stop them at will.
I really don't want them disabled nor do I want them uninstalled (I want
to play with them but only running when I'm playing with them).
However, Manual startup mode means a caller can still start these
services. So how to I find out who the caller is that repeatedly starts
inetinfo.exe (which, my guess, is probably the IIS Admin service rather
than the web server).

Occasionally I see inetinfo.exe in Task Manager's Process panel. Don't
know what loaded it. I didn't run the IIS Admin MMC ("Internet
Information Services" shortcut in Administrative Tools start menu). In
fact, about the only programs that I remember running at the time and
since the reboot were Windows Explorer (explorer.exe), Internet Explorer
(iexplore.exe), and Outlook Express (msimn.exe).

I notice that if IIS Admin service is set to Manual startup and I use
the "Internet Information Services" admin applet
(%SystemRoot%\System32\inetsrv\iis.msc) in the Administrative Tools
start menu, it loads inetinfo.exe. However, after exiting this applet,
inetinfo.exe is left running although the servers (web and FTP) are
stopped. Also, if I use Task Manager to kill inetinfo.exe, a couple of
other new processes appear (as ticklers) to reload inetinfo.exe (which
were iisreset.exe and iisrstas.exe)). I have to kill the started IIS
Admin service using the Services MMC (services.msc) to get rid of
inetinfo.exe. If I disable the IIS Admin service then I can't play with
starting and stopping the servers at will. But since I didn't run this
IIS applet or anything else that would load inetinfo.exe, something else
requires it. What might that be? What nasty suprise might lurk for me
if I do end up configuring the IIS Admin service to Disabled?

Since the servers (web and FTP) are stopped (and the others have been
disabled), I'm not worried about someone misusing them. Presumably if
they are stopped then they cannot be abused. However, I don't see the
need for having inetinfo.exe running. Don't know what called it to
start it from its Manual startup mode. Don't know why exiting the
"Internet Information Services" MMC doesn't also stop this service that
it started after exiting this MMC since inetinfo.exe isn't needed
anymore.
