Index.htm cache problems on IE6 client workstations

Background:
I have created a website using FP2003.
I loaded the website on my own IIS 6.0 server, using FTP.
I have configured IIS to use index.htm as the default document.
The web site works fine, and client PC's over the Intenet can access the
website without issue.

Problem:

However, my problem occurs when I update the website.
After updating the website, browsing using a PC (with IE6) over the
Internet, I get the OLD version of the homepage loaded in IE6.
However, if instead of typing http://xxx.com, I type
http://xxx.com/index.htm I get the correct new homepage. (So the correct file
is loaded on the IIS server and is being returned by it.)

I thought originally that it was an issue on my webserver, however, if I go
to a new PC that has never browsed my website, I will get the new correct
homepage.

So its some sort of caching problem on the IE6 client browser. Clearing the
browsers cache doesn't solve the issue. After several days, the deliquent PC
will browse correctly showing the new homepage.
So its some sort of homepage page expiry problem.

Does anyone have any clues?
Has anone seen this issue?
How do you specify page expiry (time to Live) timeouts in FP?

Set IE to always check for new content under Temp. Internet File Folder Settings.
