Increase figures in cells by a percentage (on entire workbook)

I want to increase last year's departmental expenditure (in excel
spreadsheet) by 3% to present a proposed budget for next year. I ned to
increase the figure in each cell by 3% but don't know how.
excel 2003 version

One way:

Type 1.03 in any unused cell. Copy that cell, select all the values you want
to increase by 3%. Then Edit>PasteSpecial>Multiply.

Format an empty cell exactly as the cells that you wish to increase ($,
decimals, whatever).
Enter 1.03 into this cell.
Right click and choose "Copy".
Select all the cells that you wish to increase, and right click in that
selection.
Click on "Paste Special",
Click "Multiply", then <OK>, then <Esc>.
