Incorrect Time/TimeZone with sysprep image

We have a strange problem, wonder if anyone has seen before or could shed
some light on a possible resolution. To install image, we network boot to RIS
server, use WinPE to access our Windows XP SP2 image.wim on SMS box. Have
always used Sysprep. With the SP2 sysprep version we began having our images
turn up with incorrect times and/or timezone. This does not happen on every
machine or every time we image, but it does occur on the majority of our
newly imaged machines. The PC should be set for Pacific time, however it
usually shows to be 8 hours ahead, which is default time for Greenwich.
Timezone may be set at Greenwich Mean Time, or other times the TimeZone will
still say Pacific, but the closk will still be off 8 hours. This is copy of
my sysprep GUIUnattended section.

Have tried various syntax for the TimeZone line:
TimeZone=4
TimeZone=04
TimeZone=004
TimeZone = 004
but the problem persists. There have been times when i put image on machine,
and the time is ok, then i will re image the machine to test, and the time
will be 8 hours ahead.
