incorrect hal.dll w/tap.exe using WinPE

I used WinPE to run tap.exe for the target device. 62 devices. Build my
image; builds, load into my HD partition to run. I get a \system32\hal.dll.
I used WinXP pro to run tap; 102 devices. Use it and get no error for the
hal.dll. Is there a reason for this? The great part, is my target should be
very simple.
 
Tap.exe extracts hardware information from registry. If WinPE doesn't
have correct or missing informations its not much of value. You can try
ta.exe that will run within DOS and enumerates hardware from bios
informations. You may want to lookup the windows embedded help files for
tap.exe/ta.exe.
