Incorrect appearance of page layout on screen

This is probably a simple problem, but continues to bug me, so hel
please.

My normal.dot template is set ok, and the template on the screen is a
set.
Upon opening a new page in Word, instead of a 1.7cm margin at the to
of the page the cursor is positioned right at the top of the page an
not showing the margin, but in page preview it is showing ok. Why i
this and how can I adjust the view please
