incorporating images into Movie Maker

I would like to place a jpeg image in front of the bottom of my clips when creating a movie (to look like a dashboard) of a moving roadway. Does anyone know how to incorporate JPEG files into and in front of MM files?

PIP can only place rectanglular images/clips over another.
If the "dashboard" layout as specified by curious is not rectangular then
one needs to do it via an "overlay" which selectively shows the image area.
Others and me have contributed a few overlay custome effects on the Movie
