Incoming message duplicates

Using POP3 and Outlook 2003...
I have the settings so that I keep messages on the server for a specified
period of time so that I and my wife can check messages on the same account
from different computers (mine uses Outlook 2000 and hers uses 2003). On the
2003 version, when Outlook opens, it downloads ALL of the messages that are
on the POP3 server instead of just those that are "unread by that computer"
as does the 2000 version.

This is creating multiple instances of duplicate e-mails.

Is SP2 installed? This was a problem prior to that release.
 
Yes, SP2 is installed and the problem persists. It seems to only download
all of my messages when Outlook starts, otherwise it seems to receive new
messages only.

Try a new mail profile.
 
New mail profile does not change the symptoms.

I've also noticed that certain "rules" do not work. Mail is not delivered
to the proper folder, and the actual definition of the rule changes when the
"Apply" button is clicked to save the changes. I've tried deleting the rule
and creating a new one and it reverts to settings that were never part of the
original rule but are identical to the way it was before I deleted it and
recreated it.

Rules are stored in the PST as hidden items. Have you tried starting
Outlook with the /cleanrules switch to really clean out all rules and then
recreating them again?
