including transforms when distributing office

Some years ago I went through the process of distributing office using
a transform. At that time I had great difficulty in being able to add
the MST file to the software policy. I eventually managed it, but now
I've come to do it again in Windows 2003 I find I have the same
problem. Is there anything special about the location of the mst file
that allows active directory to discover it and display in the list of
transforms to choose from.

You have to distributing it as Advanced, then assign it.
