Including REG files vs. .INF AddReg

Let us that there are some registry settings dictated by an INF file AddReg
section that later must be altered manually in RegEdit. If this is to be
avoided, what is the best solution?

1: Making alterations directly in the INF file.
2: Adding customized REG hives to the Component...

If (2): What will "win"? The INF registry settings under AddReg or the
registry settings in the included REG hive? Are there any issues in having
different registry settings that point to the same registry, but relying on
that one overrides the other??

All depends on the build / FBA phases. The last (highest numbered phase)
wins.
