Including attachments to Reply

Is there any way to set a default to include attachments in replies?
Here's the problem. I send customers an email with an attachment that is a
form to fill out.
They fill it out, hit reply, and expect me to get it.
I don't, since reply doesn't automatically return attachments.
Now they start all over. Fill out the form...
Can you help?
Can Outlook be configured to automatically include attachments in replies?
 
Nope, and even if it did it would require the receiver to have Outlook
configured like that and not the sender. Add a note to the message that they
shouldn't forget to include the attachment.
