I am trying to set up an included page on our website.

What I would like to be able to do is link to one page for
all the news along the right hand side.

What I have found is that I must update EVERY page that
access the included page "newsbrief.html" Why? Shouldn't
the page just simply read the updated 'newsbrief.html'?
What I am finding is that it does not only not reference
to the new file, but on MULTIPLE machines it simply
displays the old news and not the updated page.

Yes, I have been doing basic HTML for years, I have
checked to make sure that the newsbrief.html page is
really updated, however, I can not figure out this delima.

Any ideas?

there is an option to "update every page" each time a page that has the
include is edited.
the include page feature is done at save time so it has to write into each
other page you've included it on.
you can also do tools/ recalculate hyperlinks to propagate your changes and
I believe it's updated when you do file/ publish and publish the web.

As long as you are editing the include page from within FP (File Menu | Web
Open), when you save the include page, all page using the include content
will be updated. Any other method will not update the page using the include
content.

If you need to have dynamic updating, then you will need to look into using
SSI or ASP Includes which are inserted by the server when the page is
requested by the browser.
