Inactive process of system (TaskManager)

The image name "inactive process of system" under
Processes tab (Task Manager) takes 99 CPU usage!! and
only 20KB of memory from my System. My question: what is
this "inactive process"?
Thanks all Windows gurus
 
100% - % of all active processes = inactive process
in other words - this is the amount of free CPU resources.

It is the little loop the CPU is sent to run around when there is
nothing whatever else to do. So expect it to be 99% in use if you are
doing nothing. (The other 1% is keeping an eye out for any needs
arising)
