Inactive Icons in notification area will not hide?!

I have a Toshiba M200 and have selected the "hide inactive
icons" option under the tool bar options and Windows will
NOT hide any of my icons.

Do you know what the conditions are (time, etc) that
Windows uses to determine if an icon is "inactive". It
maybe that I have not met those conditions yet, but my PC
has been on for stretches of at least 4-5 hours and I'm
curious as to why it will not hide any icons in the
notification area.

I checked the registry setting and it is currently at a
value of 1 which should tell windows to hide inactive
icons.

I also have all items customized to "hide when inactive".

I can set an icon to "Always Hide", but that still doesn't
answer the question of why it doesn't appear to work in
the first place with all the proper settings/registry
entries made.
