Inability to access the internet

Every time I try to access a web site when logged on to my
ISP, I get the following message where I type in the URL
name: res://c\windows\system32
\shdoclc.dll\navcancel.htm#http:/www.urlname.com

I cannot access any web sites. How do I fix this?

Any assistance will be greatly appreciated. I am working
in Windows XP home edition.
