In the "C:\Windows\" directory, what is $hf_mig$ used for?

I have $hf_mig$ in my windows directory and am wondering what it is from.
Seems like there are a bunch of qfe patches and such. Is this created by
Office 2003?

Hi,

Security updates, critical updates, updates, update rollups, drivers,
and feature packs installs files to this folder. You should not delete
the content in the folder $hf_mig$.
