I AM COPYING INTO NOTEPAD (WINDOWS XP) FROM A PROGRAM THAT RUNS CORRECTLY IN
WINDOWS 3.1. THIS PROGRAM SHOULD RUN DOWN THE PAGE BUT NOW INSTEAD THE IS
THIS SYMBOL ~ WHERE A NEW LINE SHOUL HAVE BEGUN. HOW CAN I AUTOMATICALLY
REMOVE THIS SYMBOL ( ~ ) AND MAKE A NEW LINE START IN ITS PLACE. IF THE
PROGRAM IS OPENED IN RICH TEXT THE ~ SYMBOL REMAINS. IS THERE ANY OTHER
PROGRAM THAT I COULD USE THAT WOULD SOLVE THIS PROBLEM OTHER THAN NOTEPAD?

Hi =?Utf-8?B?RU1NQU1BWQ==?=,

My guess is that this program isn't using the proper character code (Unicode)
for a carriage return in Windows XP Notepad. Perhaps you could copy the text
into Word and use Find/Replace. Find the ~ and Replace with: ^p
