In Frontpage, how do you create flash?

I don't mean inserting it. I mean where do I create it? Do I need another
program to make a flash button? I want to have revolving letters in my enter
page.

Yes you will need another application to create Flash.

You can get free trial versions to Flas MX and Flash MX Pro here:

Use Macromedia Flash- the application (and costs big $$$) - you cannot do it in
Frontpage.

If you are not building hobby sites, then in my opinion, t's best not to use
"Flash buttons".

1. Those who do not have Flash installed will not see the buttons, and will
not be able to use them at all.
2. Search engine spiders will not find the links in them and therefore
cannot follow them to spider your pages.
3. Moving or renaming a linked page can mean that you have to recreate the
button.

Just use a GIF or JPG instead.
