In an Excel worksheet can you make the cell flash 'on & off'?

Is it possible to make a cell FLASH on & off ? I need to alarm the user of
the situation even changing color appears to be not enough!
 
Be advised that interface experts warn against using flashes - they may
trigger siezures in persons with certain disorders (eg. epilepsy).
