In 2007, how to add Draft on @ pge that's both onscreen and print.

Use a watermark. That is what it does.

I used the watermark feature but it put it only on the first page.
Then I tried to add it frm the bldg blocks, and it put it either on the
first or subsequent pages. It would even take it off page 1 when I put it on
page 2
What I forgot to try that worked in 2003 was to openthe header and add it
via the word art. I bet this will add it to all pages.
 
A watermark is nothing but a "washed-out" graphic or WordArt anchored to the
page header. In this case you seem to have "Different first page" enabled,
and the watermark is added only to the first page header.

Double-click the first page header to activate header/footer view. Select
and copy the watermark. Go to the main header and paste.
