Impossible to solve...

I have asked this question so many times and some people have offered
suggestions but nothing seems to work.

I cannot get defrag to defrag the user files on my Roaming Profiles drive.
All the files that are copied up to the drive do not defragment when running
defrag. I've tried setting different permissions, running as different
users, etc. Nothing works. The drive is getting so fragemented and out of
control. There is 30% free space.

I have a feel that no one has the solution to this problem. If you are up
for the challenge, I welcome any recommendations.

Do you get any error messages?
What defrag progam are you using?
Have you tried Diskeeper? It is pretty powerful and can work pretty good -
they wrote the one that comes packaged with Windows.
Do you use some third party profile software that may be locking the files
preventing defragmenting?

No error messages.

I'm using the stock windows defrag.

Never tried Diskkeeper.

No third party apps whatsoever 100% Windows Server 2000 setup with Exchange
2000 and ISA Server.

Another option is to use MSconfig (you can copy this from an XP client and
it will work on Windows 200) to disable all non-essential and non-MS
services. Then try to defrag.

If it works then start enabling the services to see if one of them is
stopping you from defragging.

It is usally some type of software that wants exclusive rights to the drive
and that will fight any defrag utility. Anti-virus is usually the most
common.
