Importing Outlook Forms

Is there any way to send a form as an attachment (*.oft for example) in an
e-mail so the recipienet can import the form into their personal form
library. I'm trying to get around the fact that we don't have an
Organization Form Library.

It would be most helpful if there was a way to export and import forms in
personal libraries.
 
The recipient needs to save the .oft file to their hard drive, then open it with the Tools | Forms | Choose Form command. They can then publish it to their Personal Forms library.

I've tried that. When I hit the browse button to try to navigate to my hard
drive, all I can get to are my Outlook folders.
 
Select User Templates in File System before clicking Browse.
