Imported Certificates Disappear After a Logoff / Reboot

In our network environment we have several computers that use third party
certificates that are imported into internet explorer. When a user imports
the certificate into IE it imports and works successfully. When the user logs
off or reboots thier PC the certificate is automatically removed from IE and
they are forced to import it again when needed. I have been unable to search
down a similar issue or resolution to this problem and any help is
appreciated.

They are seeing 'permissions' problems with the certs.
