Import time loses format

I am importing data from another spreadsheet and I'm losing the time format.
When I do the format the imported time has a date in front of it like
1/0/1900 4:00 PM I have both the sheets set to the correct time format, but
whe I impot it converts to this format with the year in front. I have the
year in a separate column and it is not needed in this field. Any suggestions
what I may be doing wrong?

have you tried 'Format - cells' and change this to a normal time
format?

Sure that works, but I have to do it every time I import data. Shouldn't it
import in in the correct format if the data and the import sheet are
formatted properly?
