Import Text Wizard

I'm trying to open a .txt file from Windows that starts the Import Text
Wizard automatically.

All I've managed so far is to actually open it, yet if you open a text
file in Excel it starts the wizard itself.

I believe that the Text Import Wizard runs automatically from the user
interface. You can run it from Data, Text to Columns after the file is
opened.
