Is it possible to import contacts into Outlook Web Access?

Probably not, but you'd need to ask in an Exchange group. OWA is an Exchange
app.

No. Hovwever, if you were to configure Outlook to reference the same
Exchange mailbox that OWA is accessing, you could copy the data from the PST
to the mailbox and then OWA would see it.
