Import old pst file. Says I don't have permission. What can I do?

I have an old .pst file that I need to import into my Outlook 2003. I believe
that the old .pst was created with Outlook 2000. When I try I get a message
saying thet I don't have permission. How can I get permission?

Never import a PST. It's unnecessary and will lose data. Copy the PST from
CD to the hard drive, remove the read-only attribute, and open it in Outlook
with File>Open>Outlook Data File.
