I want to import tables from a bak file that is completely closed out in
startup. How can I do this? Is there anyway to render the file to an mdb
file and how?

Have you tried changing the file extension to MDB? And have you tried
holding the <SHIFT> key while opening this database to bypass the startup
properties?
