Is their freeware to transfer images to CD-ROM via vcd/SVCD so they can be
displayed on TV using a dvd player ?

VCDEasy: http://www.vcdeasy.org/
looks like they might have limited the latest verison. Grab an older
version if you can find it for a fully functional free version. I have
version 1.1.5.2 and it's full-featured and free
