Image placeholders - a mystery to me

I work in the Fire department in Oslo, and I would like to make a
template that would ease the workload on my fellow workers. After an
inspection we need to fill out inspection reports, and that's what I
want to make a template for. I need it to accept two pictures, and some
text. I've been messing around with PP for a little while, but I can't
figure out how to make placeholders like the ones that are in the
readymade templates - the ones where there's a box with several small
icons inside that gives you the choice between different kinds of
objects.

Recap:
I would like to have two placeholders for pictures, or even better a
placeholder where the user can click on an icon corresponding to the
kind of object he needs to insert into the report.

It may seem very odd, but we can't create, delete or edit PowerPoint's
AutoLayouts or add more than the usual number of placeholders to our slide
masters.

If your pictures all have the same proportions, you could include a slide in
the template that has two rectangles on it; users could select the rectangles
and use a Picture fill to add the picture to the slides.

This isn't much less clumsy than adding the photos the usual way and resizing
them though.

Ok, thanks for clearing that up! No need to spend more time looking for
a solution when there is none :)
