Image format not supported

I'm using FrontPage 2003 and sometimes when I am attempting to insert an
image from my files into a page that I am working on I get this message:

Could not load file C:\Users\Acer\Document\header1.gif.
This image file format is not supported

FrontPage keeps telling me that I cannot use either jpg or gif formated
images because this format is not supported.

I know this is not correct because I continuously use these type of image
formats.

I sure hope there is someone that can tell me how to correct this ridiculous
problem.

Also, this includes images that I have created in Word 2002 and saved.

How are you creating the .gif?
Same question for Word image...how are you creating/saving it?
