I'm not the administrator?

Then who the hell is? I am the only administrator
account on my pc, yet Help and Support - Remote
assistance says 'the administrator' disabled this
setting - contact the administrator for further details.

I AM THE ADMINISTRATOR! WTF??
 
Are you running XP Home or Pro? In either case, the first place to check is Control Panel, System, Remote. The option may be unchecked there.

Additionally, click Start, Run and enter REGEDIT Go to:

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows NT\Terminal Services

Look the right pane for a value called "fAllowToGetHelp" If it exists, either double click it and set its value to 1, or right click this value and select Delete. Repeat this for fAllowFullControl, fUseMailTo. Additionally, to remove all restrictions on Remote assistance, delete all values in the Terminal Services sub key.

In XP Pro, this policy can also be controlled from the Group Policy Editor (Start, Run and enter GPEDIT.MSC). Go to Computer Configuration, Administrative Templates, System, Remote Assistance. Read the documentation provided for this setting. The Group Policy Editor does not exist in XP Home.
 
I'm runnig XP Home...I checked that registry key and it's
there but empty. Also, I have Remote assistance turned
on in the system settings.

Just out of curiosity, when I try to place a request, it
says the administrator has disabled remote
assistance...I'm the administrator though. I noticed
when I go into user accounts, there is an account
named "ASP.NET Machine A..."
It's a limited account, so I don't think it's doing
anything. Any other ideas what might be making my Remote
assistance not work?

Check the same key, but look in HKEY_CURRENT_USER instead of HKEY_LOCAL_MACHINE. If its in CURRENT_USER, log off/logon after you make the change.

Additionally, highlight My Computer in Regedit, then click Edit, Find and search for fAllowToGetHelp
