IIS Fails Intermittently

I have a Windows 2000 server with IIS to host about 50 WEB sites.

I have periods where I have re-boot the server many times as IIS is not
functioning correctly.

I have checked all event logs and can't find any clues.

All other services are working fine.

When IIS fails, when I logon the server through Terminal Services I can't
start the IIS administration panel.

Can anybody offer some guidance on how to resolve the problem
