iis does not let me create server based webs with fp

Hello,

I have FrontPage 2003 running on Windows XP Pro. I have
run windows update and office update installing all
upgrades.

The FrontPage 2002 Extensions have been successfully
installed and extended. Microsoft SharePoint, Version
5.0.0.4330, is installed on the default web site.

The problem I am having is that I cannot create a server
based web (nor can I open one in FrontPage) on my
machine. I can open a server web from another server.
When I elect to create a new web, I am able to chose a
name and press OK. FrontPage looks like it is about to
create the web, but then I get the following message with
an OK button:

Error message: The Web server at "http://servername"
does not appear to have Windows Sharepoint Services
installed.

So far, I have read every KB article I can find,
uninstalled and reinstalled IIS, FrontPage Server
Extensions - both 2000 and 2002, sharepoint team
services, webdav, and I even tried a new inetpub
directory. The help on the Microsoft site for Windows
Sharepoint Services indicates that these are only for
Windows Server 2003 - which is a little confusing to me.

The other oddities that I have encountered include

1. Cheacking Server extensions (both 2000 and 2002) is
successful, but I cannot recalculate a web. I am
directed to
http://servername/_vti_bin/_vti_adm/fpadmdll.dll?
page=recalc.htm which shows me a page with tons of
garbage and the following information spread throughout
the page:

2.When I click Setting buttom from the Server Extensions
2002 tab of the default web site properties, I receive a
dialog box prompting me to open or save fpadmdll.

3. I cannot access the sharepoint or frontpage
extensions admisnistration pages. The Microsoft
Sharepoint Administrator wants to open the file
fpadmdll.dll and the Frontpage extensions administrator
returns a "page cannot be found" error in the browser.

Does anybody have a clue as to what is going on here?

You NEED to install frontpage on your target sharepoint SERVER as well as on the client performing your task
