IIS always "starting"

Hi,

I have a problem with my IIS on Windows XP. I cannot run the Internet
Information Services manager because I my IIS server never completes its
initialization. When I look at the services list I find that the state is
"starting" not "started" How can I find out what is the problem and fix it?

The first thing to try would be uninstalling IIS, rebooting, then
reinstalling IIS. If that doesn't help, check the Event Viewer to see if
IIS is logging an error condition.
