IIS administration

Is there a way of allowing a standard user account that
is not in the administrator group to administer the local
machines IIS without having to add them to the
administrator group of the local machine.
 
For IIS 5.1 on XP this is not effectively accomplishable
if you mean admin all aspects of IIS.
