if value is greater than # * by 20% if less * by 40

if price is higher than 30 dollars markup by 20% if less than 30$ markup by 40%
 
Try this:

For
A1: (a price)

The marked up price
B1: =A1*IF(A1>30,1.2,1.4)

Does that help?
