IF three functions are.......

I need a formula to use with conditional formatting that does all the
following:

If G4=Y (TEXT)
If G13=R (TEXT)
IF O13>28 (Number)

Then changes it to what color I choose.

I want it to tell me when a 14/15 old is working more than 28 hours a week
when school is in session. So any help would be apprecited. Thanks!
