If I can "Always trust...", why can't I "Never trust..."

IE consistently wishes me to install Macromedia Flash player, but do not
wish to have it, as I hate to view flashing advertisements while trying to
read something next to it (e.g. Yahoo mail).

Why IE6 gives me a chance to:

"Always trust Macromedia..."

but not:

"Never trust Macromedia..."

What happens if you have it installed but disabled?
E.g. in XPsp2 use its Manage Add-ons tool (in IE, press Alt-T,A)
or use a tool such as BHODemon to do the same thing.

Not installing or uninstalling Flash will probably lead you to getting
install prompts at lots of sites that use it. So, disabling it might be a
better route. Here are a couple utilities to do this:

Flash Toggler -
http://download.softpedia.ro/software/OS ENHANCE/SetupFlashToggler.exe -
puts an icon in your systray to enable/disable flash with a click. (Sorry -
author's site has been down awhile, had to find this via another source)
TurnFlash - http://www.nirsoft.net/utils/tflash2.html
Flash and Pics Control -
http://www.unhsolutions.com/Flash-and-Pics-Control/index.html - also
disables images on a site for even faster downloading.
FlashSwitch - http://www.flashswitch.com/
